In this clip, Lord Jamar and Vlad discussed whether or not every inmate can be rehabilitated. Lord Jamar believed that every person in prison should be given an opportunity to reintegrate into society if they have actually changed. He suggested developing different psychological exams that need to be administered prior to release.
