Dan Long (Day 9/ Witness 3 Defense – final witness) testified on the first day of the defense case in chief, Dan Long, a former Las Vegas Metropolitan Police Department detective, initially responded to the scene of the 1996 shooting as a member of the gang enforcement unit before officially taking over the Tupac Shakur homicide file in 2004. Reviewing the case files led him to tour Compton with local detectives and investigate various tips, including searching for discarded weapons and following up on a 2006 firearm recovery that ultimately tested negative for a ballistics match. Although digital server migrations resulted in the loss of many of his original officer reports, he continued tracking down leads and attempting to corroborate historical details.
In September 2009, Long interviewed Duane “Keffe D” Davis in Los Angeles, where Davis was facing life imprisonment on major drug charges and attempting to work off his exposure. Following the interview, Long intended to return to Las Vegas, secure an arrest warrant, and prosecute Davis for murder. However, the Clark County District Attorney’s office later declined to move forward due to legal complications surrounding a potential 2008 proffer agreement between Davis and other federal and local Los Angeles Police Department authorities. Subsequent efforts by investigators to clarify the nature of those agreements with Davis’s defense attorney and federal prosecutors proved unsuccessful when calls went unreturned.
